IRDAI (Insurance Surveyors and Loss Assessors) Regulations,

"Surveyors and Loss Assessors shall be appointed either by insurers or insured to assess loss under a policy of insurance."

After a fire, flood, theft or accident, your insurer sends a surveyor to inspect the loss. What many policyholders don't know is that you can also appoint your own IRDAI-licensed surveyor. Here is what that right means, when it helps, and why it is worth considering.

Who is a surveyor?

A surveyor and loss assessor is a professional licensed by IRDAI (the Insurance Regulatory and Development Authority of India). The surveyor independently assesses what caused the loss, how large it is, and what amount is payable under the policy. The insurer decides the claim based on this report.

What do the rules say?

Regulation 12(2) of the IRDAI (Insurance Surveyors and Loss Assessors) Regulations, 2015 states:

"Surveyors and Loss Assessors shall be appointed either by insurers or insured to assess loss under a policy of insurance."

In other words, a surveyor can be appointed by either the insurer or the insured. The same regulation requires an assessment by a licensed surveyor for claims above these amounts:

  • Motor insurance: losses above ₹50,000
  • Other than motor: losses above ₹1 lakh

Even for smaller claims, the insured is free to appoint their own surveyor.

Insurer's surveyor vs. your own surveyor

A surveyor appointed by the insurer is also expected to be impartial under the rules. But they are appointed by the insurer and usually handle many cases at once. An independent surveyor you appoint gives your case full attention: recording the complete loss, preparing the documents and presenting your side in technical terms.

Benefits of an independent surveyor

  1. The full loss is recorded: hidden or later-appearing damage, spoiled stock and machinery parts are documented early with photos and measurements.
  2. Correct valuation: stock values, repair versus replacement, depreciation and salvage are checked against the rules.
  3. The policy is read properly: what is covered, which conditions apply and which deductions are not justified become clear upfront.
  4. Complete documentation: claim form, bills, stock registers, FIR and photos, all in order, which means fewer queries and delays.
  5. Technical discussion on equal terms: your surveyor can discuss the assessment with the insurer's surveyor in the same language and on the basis of the same rules.
  6. Strong evidence if there is a dispute: if the claim is short-settled or rejected, an independent report helps before the grievance cell, the Insurance Ombudsman or a consumer forum.
  7. Your time is saved: you focus on getting your business running again while an expert follows up the claim.

Points to keep in mind

  • You pay the fee: the fee of a surveyor you appoint is usually borne by you. Some policies may cover such costs, so check your policy.
  • The insurer decides: the insurer considers your surveyor's report, but the final claim decision rests with the insurer.
  • Choose only a licensed surveyor: check their IRDAI licence (SLA) number and departments (motor, fire, etc.).
  • No conflict of interest: a surveyor working for the insurer on a claim cannot act for you on the same claim.
  • Appoint early: you gain the most when the surveyor is appointed right after the loss, before evidence is cleared or repairs begin.
